Since only about 60% of our voting-age population typically vote, and since our presidents often receive less than 50% of that 60%, how is this real democracy?

Perhaps we need a voter responsibilities law that would require or financially encourage all of us to vote, even if for none of the above. That way we would have much better feedback on who we are and what we're dealing with. Of course, why would the minority powers that be have any interest in this silly idea?
