House Democrats passed sweeping voting and ethics legislation Wednesday over unanimous Republican opposition, advancing to the Senate what would be the largest overhaul of the U.S. election law in at least a generation.
House Resolution 1, which touches on virtually every aspect of the electoral process, was approved on a near party-line 220-210 vote. It would restrict partisan gerrymandering of congressional districts, strike down hurdles to voting and bring transparency to a murky campaign finance system that allows wealthy donors to anonymously bankroll political causes.
The bill is a powerful counterweight to voting rights restrictions advancing in Republican-controlled statehouses across the country in the wake of Donald Trump's repeated false claims of a stolen 2020 election. Yet it faces an uncertain fate in the Democratic-controlled Senate, where it has little chance of passing without changes to procedural rules that currently allow Republicans to block it.
The stakes in the outcome are monumental, cutting to the foundational idea that one person equals one vote, and carrying with it the potential to shape election outcomes for years to come. It also offers a test of how hard President Joe Biden and his party are willing to fight for their priorities, as well as those of their voters.
This bill "will put a stop at the voter suppression that we're seeing debated right now," said Rep. Nikema Williams, a new congresswoman who represents the Georgia district that deceased voting rights champion John Lewis held for years. "This bill is the 'Good Trouble' he fought for his entire life."
To Republicans, however, it would give license to unwanted federal interference in states' authority to conduct their own elections — ultimately benefiting Democrats through higher turnout, most notably among minorities.

To believe in liberal principles, for Smith, was to strive for natural liberty—or the right for any person to pursue their own interests as long as they stayed in the lines of the law. Today in America some are proud to call themselves liberal while others attach negative connotations to the word. Supporters of modern liberalism believe it represents the want for government to assist in political and social change, but critics of liberalism often feel it is a threat to their own way of life.

With a few rare exceptions, one thing is all but certain in American elections: the winner will be a Republican or a Democrat. America's two-party system is characterized by a liberal-conservative split that forces even moderates to pick a side. In many cases, the side you pick has a lot to do with where you live. In 2016, The New York Times reported that America has spent the last few decades "self-segregating" into "blue" (liberal-leaning) states and "red" (conservative-leaning) states. The 2020 election added the suburbs as a necessary locus of party analysis, and Georgia's turn blue—President Joe Biden won the state and its two Senate seats were won by Democrats three months later—highlights the fact that nothing is static, as once-reliably Republican states go Democrat (and vice-versa, as former president Donald Trump demonstrated by winning to so-called "Blue Wall" states of Wisconsin, Michigan, and Pennsylvania in 2016).
With the White House and both houses of Congress now in Democratic control, and Trump's exit creating a schism in the Republican party, Red America is in uncharted waters. So where do these conservatives live? Stacker used data released in February 2019 from Gallup to rank all 50 states by the percent of conservative residents, then by the percent of residents who are moderate. If both percentages were the same for more than one state, that ranking is denoted as a tie. Additionally, data from 270toWin and the Cook Political Report's 2020 National Popular Vote Tracker was used to show how many times the state voted for a Republican presidential candidate since 1964, and how many votes were cast for Donald Trump in the 2020 presidential election.
It might not come as a surprise that the states with the lowest concentrations of conservatives are on the West Coast, in the Northeast, and in New England. Sparsely populated rural states and Southern states dominated the list of those with the most conservatives. Just two states count at least 50% of their populations as Republican-leaning. In total, the national percentage of conservatives is 33%, and the national percentage of Republican-leaning residents is 38%.
