The Flagstaff City Council gave initial approval to the creation of a domestic partner registry Tuesday night.

The proposed domestic partnership registry would allow couples -- both heterosexual and homosexual -- to visit each other in hospitals and clinics, to give the same rights granted to spouses at city facilities and to serve as a form of identification to demonstrate a domestic partnership to other government agencies, employers and businesses.
