NOTICE of REQUEST for STATEMENT of QUALIFICATIONS
(2023-94)
CONSTRUCTION MANAGER AT
RISK DESIGN AND CONSTRUCTION SERVICES
Cinder Lake Landfill Road (Forest
Road 6010) Improvement Project
The City of Flagstaff (Owner) is
seeking Statements of Qualifications (SOQs or Proposals) from
Arizona licensed Contractors (Contractor) to provide Construction
Manager at Risk (CMAR) Design
Phase and Construction Phase
Services to:
Coordinate with Design Professionals selected by the Owner and
assist in: (1) the design of the
Cinder Lake Landfill Road (Forest
Service Road 6010) Improvement
Project (the Project); and (2) to
construct the Project. The Project
consists of approximately 2 miles of
asphalt removal and replacement
along with drainage improvements.
The Project will be delivered
through the CMAR Design Phase
and Construction Phase alternative
project delivery process.
The CMAR Design Phase Services
will primarily include reviewing and
providing input on design, plans,
schedules, quantities, costs estimates, subsurface utility investigations, sequencing of the Project,
and constructability in coordination
with Design Professionals selected
by the Owner to prepare comprehensive construction documents
and develop Guaranteed Maximum
Prices (GMPs) for the Project.
The CMAR Construction Phase
Services will generally consist of
construction of the Project and
coordination with various agencies,
stakeholders, and the public during
construction. The primary improvements consist of roadway construction and stormwater conveyance
improvements.
This Project is financed with funds
primarily from the Owner’s Solid
Waste Section and contributions
from Coconino County.
The selected Contractor will be
expected to enter into a separate
Design Phase Service Agreement
and Construction Phase Service
Agreement. The Design Phase
Service Agreement and Construction Phase Service Agreement will
be awarded at the Owner’s discretion. Contracted services and associated fees will be negotiated after a
qualified Contractor is selected.

Construction Services for a New
Office Building located in Chinle,

introductory offer period. A nonrefundable account set
up fee will be charged to all qualifying new starts of

to Thanksgiving Day, there will be up to 20 (twenty)
additional premium sections published throughout the
calendar year that will be subject to a rate of up to $5
each. These charges will be reflected in your account and
may accelerate the expiration date of your membership.
