Buyer, Senior #604325 Reviews, coordinates and executes the most difficult and unique purchasing transactions in accordance with state and federal statutes, policies established by the Arizona Board of Regents and institutional policies and procedures. Interprets purchasing policy to departments, vendors and staff as a specialist in assigned commodities, which requires a high degree of technical knowledge of policies and procedures. Investigates and develops sources of supplies and selects vendors to procure highly technical commodities meeting criteria of price, quality, quantity, availability and delivery dates, while securing favorable terms for the University. Establishes blanket purchase agreements with vendors setting dollar limitations and time of contract limitations. Analyzes departmental purchase requisitions for completeness and accuracy of information; contacts department or initiator to clarify and complete information and determines method needed to process requisition. Develops and manages highly complex technical requests for proposals or bid invitations. Negotiates contracts based on quotes, proposal and bid responses. Reviews and edits vendor contracts in accordance with laws, rules and policies. Monitors the maintenance of records regarding pricing and ordering of materials; prepares reports and makes recommendations. This is the third in a series of four classifications and is distinguished from the Buyer in that the purchasing transactions negotiated have University-wide and significant financial impact. May lead or supervise Buyer, Associate Buyer and/or support staff. Requires considerable exercise of initiative and independent judgment. Requires the flexibility to work extended and non-standard work hours as needed to accomplish objectives. Other duties as assigned. Minimum Qualifications: Bachelor's degree in related field AND three years of buying experience; OR, Seven years of buying experience; OR, Any equivalent combination of experience, training and/or education. Additional Info: Knowledge of purchasing practices and procedures. Knowledge of the materials, products and the commodity markets. Skill in preparing and analyzing complex technical specifications, bids and proposals. Skill in establishing and maintaining effective working relationships. Ability to effectively communicate.
