Does Flagstaff have a contractual policy on staff resignations or doesn’t it? Or is it simply a matter of how the City Council feels at any given time about any given staff member who voluntarily resigns?
The City Council was not forthcoming about why the City decided to pay Josh Copely $92,000 and six months of healthcare upon his voluntary resignation, or why the Council reacted with such generous spirit after being attacked for “discourteous treatment” toward the city manager! Perhaps Council members are more thick-skinned then they are given credit for.
If the City is going to have an arbitrary policy on voluntary resignations, then it should provide the public reasons why it makes sense to do so. Otherwise it’s confusing and smacks of secret deal-making.
